I feel the need, moral and human, to explain to thousands of people who were, just like you and me, governed by the principle "Koko no maki" - which has ours, yours and mine, destinies, tied to the act of the establishment of the U.W.K. To be clearer, allow me to say that in Fudokan, three categories of people, namely, students and followers can be noticed! The only real and true, worthy of respect is a category of extremely loyal members in Fudokan that, regardless of the overall price, were and are loyal and prepared to defend the idea of Fudokan like furious lions! All the difficulties to which they were exposed, not small, but because of exactly that, and guidance of their strong spirit made them even stronger! Raised up, they simply were regenerated! All the troubles that would appear, made them even more resilient, on that way they created a powerful force, as it happens in the nature of humans. They were like beautiful flowers of plum that flowers under the most difficult conditions - under snow and ice. With completely calm, cool and proud head, they have clashed with all the troubles and difficulties, not only in Fudokan, but in karate in general.
The second category is the most numerous and less important. These are the people with strong egos, wherefore I have never criticized them. They are in a gray area, because they were constrained by their own me! That was and still is a sloppy mass which rippled back and forth and to which life boat, one single wind was not good enough to focus them in this or that direction.
And finally, the third group, unimportant and irrelevant. It is the smallest, but the most immoral one! They are miserable merchants of morality and honor. For them, nothing is sacred and everything under the blue sky is for sale. They do not hesitate to swear and lie, nothing is honorable for them, obsessed with their own egoism and as such can never be good people of Fudokan!
All three categories are so present in Fudokan but that also gave me the right to surely choose proud, honorable and loyal men of first class! They, exclusively, belong to the elite - human elite patterned in the form of "Guardians of Fudokan style ". All of them have special and equal rights and after my death, they will skillfully and successfully guide the Fudokan ship!? For them, there will be no unsolvable troubles and storms and they will always sail into the world, which I have honestly have weighed my whole life!
At the funeral of my only successor, but for now the only designated heir Sochi Deshi - Dan Stuparu, in addition to many sincere mourners of Fudokan karatekas, many diverse people from the world of karate were attended. One of them was Vodek Kvishchinski. Frankly, I was surprised when he approached me and I admit that I was puzzled by his speech - Sensei, how are you? As if nothing had happened for the past 22 years. I would lie to myself if I would say that I was not pleased, on the contrary, but I didn’t forgot to tell him: Was it necessary for a good man to die , that you and would meet again after 21-22 years ?!
He told me that nothing had changed and that he is basically Fudokan. Regardless of the extent of his honesty at that time, one thing was for sure, he was really Fudokan almost 25 years ago - he was my student from the green belt to 5th DAN, on which I was always proud. I did not oppose to him to go his way, especially because I personally assisted for the arrival of Sensei Nishiyama in Poland. I have to say that my brother, Dr. Vladimir Jorga, was strictly against it. I thought then, and I equally think today, that all that was necessary, thus Vodek and the Poles got a chance to introduce themselves into the world of karate independently . I admit, they did it very well!
Over the years, they have collaborated with the ITKF, their staff, and I really did not have anything against it, that, in some way, they have "appropriated" Sensei Nishiyama. What I did not know then was that they have, as well as former officials of the ITKF, related towards Fudokan equally with defiance, after the death of Sensei Nishiyama! It was not clear to me what was the reason and why Jorgesen did that, especially because I have hardly ever knew him. For Vodek ,in a way ,it was closer to the understanding of such an act, but equally difficult to understand. It is not necessary to be a psychologist to understand the meaning of the principle of Shu-Ha-Ryu. Vodek approached the phase Ha! But, lets go back! Vodek asked to have a conversation with me, he suggested that we meet in Budapest. I agreed and the meeting took place. Somehow, at the same time we got to the hotel, he from Lodz, me from Belgrade. I have not said anything to my brother where I was going, he might not want to understand!
It was a nice evening. On the one side a student, on the other, Sensei and a friend. Vodek, asked me to be sure to attend a seminar in Stara Vies and the establishment of the so-called New Era of ITKF! I was surprised that it even came to that - he told me in detail explaining the real reason for the split up between him and Jorgensen. It was less important but what amazed me was the Vodek’s relationship towards the memory of the deceased teacher - Sensei Hidetaka Nishiyama.
I was confused with the knowledge of the so-called monetary transactions of the ITKF, for example, not paying the required fees in the state of California; and more! All that sounded so unreal and so far to me, it was just not conceivable that he, Vodek, says it all. It was unknown for me, that he, with so much bitterness and anger, lowered in one breath! I was in shock! Have not Jorgensen and he been the closest associates of Sensei?! Honestly, I have not taken all that in Budapest to seriously and that's why I agreed to come to the Stara Vies and for that I am very grateful to Vodek. My visit to Poland at the same time was like a bombshell surprise for the remaining members of the ITKF (so called, old ones), that is, its officials, starting with Sensei Shirai, Macado, my brother Nedev, who hastily rushed to criticize me to somehow get me back on track. They asked me why am I helping Vodek, dissident of the ITKF and why does Fudokan gives all that necessary weight that Vodek’s New Era of ITKF didn’t had. In other words, I was a traitor of ITKF?! After all, to be clear, I did not have any function in ITKF and the Fudokan Federation until then, didn’t have any particular importance for the ITKF!
I have not felt loaded, not even a little, my and Vodek’s relationship, has just been and remained the relationship: Sensei - student!
I came in Stara Vies despite of very severe pain in my spine and right leg. Consequences of the trauma that I have experienced in Uzbekistan, have left visible traces. Here I must say that, even my closest associates, have related differently about my physical condition. Most were concerned but there were those who maliciously hoped that I will never walk again.
On arrival in Stara Vies, the reception was wonderful. Everything seemed like the time has somehow stopped. Many Poles who were still remembering me, sincerely rejoiced and were very curious to see how much I worth and what do I know?! Many of them from so called, younger generation, did not knew me, for them I was an enigma and their curiosity was so obvious. But there were also runaway’s from Fudokan - still remember their faces, astonished, with open mouth, and their head bowed, Dr. Savchenko, Surik, Rainer, and many others. Frankly, that was very amusing for me - they were not aware that then, and before, I have never attached any importance of them. I just amused me, they looked like little "petty thief’s" caught in the act.
The next day Mr. Nakada came. The man who lobbied for Vladimir and me regarding the recognition and award of the Order of the Emperor of Japan, surely for credits in the development of Budo culture in the world.
Nakada – Sensei tried extremely hard to protrude me into the foreground. Starting with the place on the so-called Congress, and on the photo shooting in the dojo with all participants. I was initially very pleased and I'd be lying if I would say that I did not felt good, especially when looking at the faces - of former Fudokan karatekas! He introduced me to all the diplomatic missions of Vodek in Japan, and not just in Japan - I was impressed! Then I was ready to take action, official, by law and strong that will affect the Congress of the WFF, as well as our President Mr. Rajeev Singh, to incline to the new era of ITKF. I do not want to comment any of my activities at the seminar, but if you measure with every applause despite the overwhelming pain, it is obvious that I have left more than certainly the impression worthy of their hopes and my position, that is, my status!
The Meeting - The meeting of all former Fudokan attendees as representatives of their nations, if the club is sufficient for obtaining such status, like Armenia, Austria, etc, and those who had power of attorney, especially when it came to South America.
The meeting had very interesting progress, for me more than surprising. Obviously, Vodek I was surprised, with the passivity and inability to make so called, revolutionary upheavals. Even then, I haven’t changed my opinion! But when the issue of the deceased Sensei Nishiyama was mentioned and when the present auditorium croaked loudly, that he was a bad man, and not only that, but that he took money of Federation on "crooked" way, which would later disappear. Many of which I did not know and did not wanted to know! I was most shocked with the Vodek’s exposure: ITKF is being led by a man of dubious moral status, a longtime so called friend of him, and that ITKF never had a statute (at least the last couple of years)! I understood Vodek and his concerns regarding the Ministry of Sports, which for years has been allocating huge amounts to ITKF organization in Poland, which had to be justified. He had enemies, many were present at this meeting, but he and I had a special kind of enemy, that is his favorite student many years ago and my associates to a certain time, which turned into a moral monster - Darius Baikowsky!
In me, there was a mixture of emotions. If I would charge with selfish ambitions, I just had to keep quiet: but I could not, all the more, because Sensei Nishiyama always had a decent relationship toward Fudokan and to me personally, so I owed him at least that! I stood up and said, briefly and clearly, that nobody here is competent to judge about dead Sensei and that's not the reason we are gathered here - time will be the best judge, after all, it's always like that! They can take this or that attitude and choice, that why they met, they can stand behind the NEW ERA - ITKF, which Vodek expected. But I cannot allow myself to hear hasty and arbitrary assessment toward Sensei as a man.
Sensei Nakada then held a brief and unusually angry speech for a Japanese. Noticeably upset, he darted on all those silent ones, especially Tabasy and American team with Fusaro, one of the oldest students of Sensei Nishiyama. I guess, because he was expecting the absolute support. He personally spoke to me during the stay in Stara Vies, insisting that I help Vodek. I didn’t care then, nor now , about the other side of ITKF (the old structure). Angry remarks also were addressed to my brother Vladimir from Shirai and many other members of the ITKF. It all regarded, where will defer the WFF. Personally, I was and am willing to help Vodek, but when it comes to Fudokan Federation, despite the fact that Mr. Nakada told me that I have the full right and that regarding the Budo, I am required to independently create and manage a huge part, titanium part, like a large ship, WFF Federation that is. I asked myself then, why have I and my students created this magnificent building?! WFF respectable organization with the Statute, declaration of establishment and the structure verified on the Congress in Prague 2013. With clearly elected officials, with the precise organizational Statute, so that now I would just say yes or no ?! I am convinced that my President of the WFF, Mr. Radjip Singh might accept it but I did not have the moral right for that. Have I loose in value as a person, leader and Sensei ?! Time will tell. In the Bushido code, the category of honor above all the other ethical and moral standards is highly marked, I could not do it otherwise, because on the one hand, is my personal interest (Vodek, Nakada and possible prestigious award of the Emperor of Japan), and on the other side currently the largest gathering of federations in Lausanne, as in a traditional, sport, but equally contact karate. More specifically, the general interest of thousands and thousands of people who have believed in me, should be taken into question.
Lausanne - Regardless of who thought what, it had and has an epochal and historical significance in the world of karate! The opportunity to be a member of Sport Accord, after 30-40 years, what deceased Sensei didn’t had a chance to see, seem to me, is a very serious present possibility. Federation of the WFF and its narrowest Board of Directors for urgent matters, took the affirmative attitude towards the organization meeting in Lausanne. It also could be a possibility of elimination of the extreme monopoly of a single man in the WKF. The man who allowed himself the freedom to blackmails and governs world karate as his private company like e medieval ruler. Realistically, that with the act of Lausanne his absolute power melts, disappears, this was enough reason for me to show up in Lausanne!
I hope that many of my students and friends, I am primarily referring to Vodek Kvishchinski, will understand and realize the reason for my commitment, with all due respect to Mr. Nakada. It was about realistic possibility that karate, the one that Sensei Nishiyama was talking about, finally, be verified on the best way and not only that, but to gain the status that he deserved long time ago!

I’m addressing to all Fudokan karateka, the big and the little ones, throughout all seas and continents in token of my true affection and appreciation for keeping the granite home of WFF – to say to you the following:
Be proud of your affiliation to Fudokan, the place that you can only acquire by hard work, sacrifice, sleepless nights, many years of self-control and self-denial.
You have not allow for arrogant, hypocrite and boastful, fake “teachers” to hold you a lessons about morality, knowledge and your true devotion to Fudokan.
Heroism, moral strength, courage and fearlessness are the qualities of your Fudokan soul, especially as you have observed the difference, a long time ago, between moral and physical courage which has lost itself in quasi karate in the presence of countless charlatans and managers of all shapes and forms. The light of your emotional being is strong and it cannot be influenced by the will of self-proclaimed and quasi karate masters.
Step in to the war for your Fudokan against all distorted, immoral and false accusations, because you have the right, you have the mission, and if you succeed to resist hypocrisy and maintain the authority of Fudokan – your pride and your chastity are the foundations of Fudokan that is expressed through Sensei – Kohai relationship. Then you would go along the road of Fudokan karate Do warrior. There is no return from there because “Cowards die many times before their deaths; The valiant never taste of death but once” (William Shakespeare).
Fudokan is a home of a solid, granite volcanic rocks and this is exactly what you have demonstrated and proved by showing true ethical principles of Fudokan based on Bushido Codex:
Courage, Honesty and Loyalty.
So please do not forget:

The use of any drug should be limited to medically justified indications.
All Prohibited Substances shall be considered as “Specified Substances” except Substances in classes S1, S2, S.4.4 and S6.a, and Prohibited Methods M1, M2 and M3.
SUBSTANCES AND METHODS PROHIBITED AT ALL TIMES (IN- AND OUT-OF-COMPETITION)
1. ANABOLIC AGENTS
Anabolic agents are prohibited.
- Anabolic Androgenic Steroids(AAS)

[Comment to class S1.1b:
Where an anabolic androgenic steroid is capable of being produced endogenously, a Sample will be deemed to contain such Prohibited Substance and an Adverse Analytical Finding will be reported where the concentration of such Prohibited Substance or its metabolites or markers and/or any other relevant ratio(s) in the Athlete’s Sample so deviates from the range of values normally found in humans that it is unlikely to be consistent with normal endogenous production. A Sample shall not be deemed to contain a Prohibited Substance in any such case where an Athlete proves that the concentration of the Prohibited Substance or its metabolites or markers and/or the relevant ratio(s) in the Athlete’s Sample is attributable to a physiological or pathological condition.
In all cases, and at any concentration, the Athlete’s Sample will be deemed to contain a Prohibited Substance and the laboratory will report an Adverse Analytical Finding if, based on any reliable analytical method (e.g. IRMS), the laboratory can show that the Prohibited Substance is of exogenous origin. In such case, no further investigation is necessary.
When a value does not so deviate from the range of values normally found in humans and any reliable analytical method (e.g. IRMS) has not determined the exogenous origin of the substance, but if there are indications, such as a comparison to endogenous reference steroid profiles, of a possible Use of a Prohibited Substance, or when a laboratory has reported a T/E ratio greater than four (4) to one (1) and any reliable analytical method (e.g. IRMS) has not determined the exogenous origin of the substance, further investigation shall be conducted by the relevant Anti-Doping Organization by reviewing the results of any previous test(s) or by conducting subsequent test(s).
When such further investigation is required the result shall be reported by the laboratory as atypical and not as adverse. If a laboratory reports, using an additional reliable analytical method (e.g. IRMS), that the Prohibited Substance is of exogenous origin, no further investigation is necessary, and the Sample will be deemed to contain such Prohibited Substance. When an additional reliable analytical method (e.g. IRMS) has not been applied, and the minimum of three previous test results are not available, a longitudinal profile of the Athlete shall be established by performing three no-advance notice tests in a period of three months by the relevant Anti-Doping Organization. The result that triggered this longitudinal study shall be reported as atypical. If the longitudinal profile of the Athlete established by the subsequent tests is not physiologically normal, the result shall then be reported as an Adverse Analytical Finding.
In extremely rare individual cases, boldenone of endogenous origin can be consistently found at very low nanograms per milliliter (ng/mL) levels in urine. When such a very low concentration of boldenone is reported y a laboratory and the application of any reliable analytical method (e.g. IRMS) has not determined the exogenous origin of the substance, further investigation may be conducted by subsequent test(s).
For 19-norandrosterone, an Adverse Analytical Finding reported by a laboratory is considered to be scientific and valid proof of exogenous origin of the Prohibited Substance. In such case, no further investigation is necessary.
Should an Athlete fail to cooperate in the investigations, the Athlete’s Sample shall be deemed to contain a Prohibited Substance.]
- Other Anabolic Agents, including but not limitedto:
Clenbuterol, selective androgen receptor modulators (SARMs), tibolone, zeranol, zilpaterol.
For purposes of this section:

The following substances and their releasing factors, are prohibited:

Unless the Athlete can demonstrate that the concentration was due to a physiological or pathological condition, a Sample will be deemed to contain a Prohibited Substance (as listed above) where the concentration of the Prohibited Substance or its metabolites and/or relevant ratios or markers in the Athlete’s Sample satisfies positivity criteria established by WADA or otherwise so exceeds the range of values normally found in humans that it is unlikely to be consistent with normal endogenous production.
If a laboratory reports, using a reliable analytical method, that the Prohibited Substance is of exogenous origin, the Sample will be deemed to contain a Prohibited Substance and shall be reported as an Adverse Analytical Finding.]
S3. BETA-2 AGONISTS
All beta-2 agonists including their D- and L-isomers are prohibited.
Therefore, formoterol, salbutamol, salmeterol and terbutaline when administered by inhalation also require a Therapeutic Use Exemption in accordance with the relevant section of the International Standard for Therapeutic Use Exemptions.
Despite the granting of a Therapeutic Use Exemption, the presence of salbutamol in urine in excess of 1000 ng/mL will be considered as an Adverse Analytical Finding unless the Athlete proves, through a controlled pharmacokinetic study, that the abnormal result was the consequence of the use of a therapeutic dose of inhaled salbutamol.
S4. HORMONE ANTAGONISTS AND MODULATORS
The following classes are prohibited:
- 1.Aromatase inhibitors including, but not limited to: anastrozole, letrozole, aminoglutethimide, exemestane, formestane,testolactone.
- 2.Selective estrogen receptor modulators (SERMs) including, butnot limited to: raloxifene, tamoxifen,toremifene.
- 3.Other anti-estrogenic substances including, but not limitedto:
clomiphene, cyclofenil, fulvestrant.
- 4.Agents modifying myostatin function(s) including but not limitedto:
S5. DIURETICS AND OTHER MASKING AGENTS
Masking agents are prohibited. They include:
Diuretics, probenecid, plasma expanders (e.g. intravenous administration of albumin, dextran, hydroxyethyl starch and mannitol) and other substances with similar biological effect(s).
Acetazolamide, amiloride, bumetanide, canrenone, chlorthalidone, etacrynic acid, furosemide, indapamide, metolazone, spironolactone, thiazides (e.g. bendroflumethiazide, chlorothiazide, hydrochlorothiazide), triamterene, and other substances with a similar chemical structure or similar biological effect(s) (except drosperinone and topical dorzolamine and brinzolamide, which are not prohibited).
[Comment to class S5:
A Therapeutic Use Exemption is not valid if an Athlete’s urine contains a diuretic in association with threshold or sub-threshold levels of an exogenous Prohibited Substance(s).]
M1. ENHANCEMENT OF OXYGEN TRANSFER
The following are prohibited:
- Blood doping, including the use of autologous, homologous or heterologous blood or red blood cell products of anyorigin.
- Artificially enhancing the uptake, transport or delivery of oxygen, including but not limited to perfluorochemicals, efaproxiral (RSR13) and modified haemoglobin products (e.g. haemoglobin-based blood substitutes, microencapsulated haemoglobinproducts).
M2. CHEMICAL AND PHYSICAL MANIPULATION
M3. GENE DOPING
The transfer of cells or genetic elements or the use of cells, genetic elements or pharmacological agents to modulating expression of endogenous genes having the capacity to enhance athletic performance, is prohibited.
Peroxisome Proliferator Activated Receptor δ (PPARδ) agonists (e.g. GW 1516) and PPARδ-AMP-activated protein kinase (AMPK) axis agonists (e.g. AICAR) are prohibited.
SUBSTANCES AND METHODS PROHIBITED IN-COMPETITION
In addition to the categories S1 to S5 and M1 to M3 defined above, the following categories are prohibited in competition:
All stimulants (including both their D- & L- optical isomers where relevant) are prohibited, except imidazole derivatives for topical use and those stimulants included in the 2009 Monitoring Program*.

* The following substances included in the 2009 Monitoring Program (bupropion, caffeine, phenylephrine, phenylpropanolamine, pipradol, pseudoephedrine, synephrine) are not considered as Prohibited Substances.
** Adrenaline associated with local anaesthetic agents or by local administration (e.g. nasal, ophthalmologic) is not prohibited.
*** Cathine is prohibited when its concentration in urine is greater than 5 micrograms per milliliter.
**** Each of ephedrine and methylephedrine is prohibited when its concentration in urine is greater than 10 micrograms per milliliter.
The following narcotics are prohibited:
Buprenorphine, dextromoramide, diamorphine (heroin), fentanyl and its derivatives, hydromorphone, methadone, morphine, oxycodone, oxymorphone, pentazocine, pethidine.
Cannabinoids (e.g. hashish, marijuana) are prohibited.
All glucocorticosteroids are prohibited when administered by oral, intravenous, intramuscular or rectal routes.
In accordance with the International Standard for Therapeutic Use Exemptions, a declaration of use must be completed by the Athlete for glucocorticosteroids administered by intraarticular, periarticular, peritendinous, epidural, intradermal and inhalation routes, except as noted below.
Topical preparations when used for auricular, buccal, dermatological (including iontophoresis/phonophoresis), gingival, nasal, ophthalmic and perianal disorders are not prohibited and neither require a Therapeutic Use Exemption nor a declaration of use.
SUBSTANCES PROHIBITED IN PARTICULAR SPORTS
Alcohol (ethanol) is prohibited In-Competition only, in the following sports. Detection will be conducted by analysis of breath and/or blood. The doping violation threshold (haematological values) is 0.10 g/L.

FIGHTING OF SPIRITS
Tsume-ai implies a very specific form of martial arts, based on the Bushido code of conduct and principles of Budo. Conflict involves two fighters, where there is a presentation and overall physical and mental mindset in solving the outcome of the struggle by setting a single blow realized in the complete absence of judges and their subjective decision-making, which is, indeed, very often present in the arenas of karate. Judges, often managed by diverse interests, but also with the emotions or ignorance, can easily make victory into defeat and defeat other way around - unaware of the consequences that such a decision may carry on the contestants. Confronted fighters are in this case equal on the tatami as anywhere! It is a unique form of combat which cannot otherwise be seen in the entire world of karate styles and karate organizations andit is evident that this is specific form of combat, typical only in Fudokan karate. This essential form of appearance is the embodiment of the concept and essence of Budo and Budo skills demonstrated through a tradition of the samurai. This form of "conflict", that is, Bushido duel between the two fighters left to fate, two extremely determined samurai ready to receive the same calm judgment of fate, "when they need to live - to live and when to die - die," says the Prince Mito. In our case, in the 21st century, it is the duel of two competitors, but certainly not of any ordinary human, technical, physical or mental set, it is primarily the so-called level - Kurai! According to Sensei Nishiyama - Kurai is defined as not only the highest level of competitive spirit, physical fitness, but in terms of the total human potential. Competitors are extremely equally determined to take into their own hands the fate and outcome of the "duel". The outcome of the match cannot affect any outside factor or at least not a subjective judge decision. Judges are just silent observers! In the base of this happening - this form of martial arts, the overall age-old tradition of Bushido Code and Budo is woven into it. Way of behaving, thinking, conscious and unconscious phenomena of comprehending the environment - ourselves and opponent, expressed in a single postulate – in one principle, in one breath, the first and the last, which solves the same conflict. "One step - one death" - Ikkeu Shiatsu, prof. Suzmei would add: "On the uplifted sword that threatens to behead you and ends up your life - go forward and the gates of heaven will open up on you!" Certainly, the death is absolutely impossible in the conditions of the 21st century karate - they are extremely serious actions at the level of the subconscious knowledge but if the arms and legs would be replaced with katana - everything would be different! Civilized behavior, self-judging, does not give us the right to think of one point almost impossible and incomprehensible form of conflict today, where the outcome of one battle was the death of one or both opponents.In karate, judges can decide it is a draw in the outcome of a match of two competitors - Hiki wake. In Budo something like that absolutely does not exist! To be precise the dual blow of the katana of two opponents - only mean one thing - the death of both warriors. Life or death caused by the samurai crossing the "Bridge of Life" - as it is often emphasized in an otherwise scarce Budo literature where life or death ends on a thin thread - a fraction of the time, one breath or one step.Many forms of martial arts in the past, however, were ritual, revealing the inherent ethics, rules of conduct and moral responsibility. Over time, all that has changed, karate of 50s and 60s is completely different from karate in 2013 - not only in form, but the major content as well. Unfortunately, more and more and more honesty and fair play in action is suppressed. It was considered immoral and utterly condemning the act of weakness - showing and pointing to the violation of kicking or impressment in order to appear on the site of the blow - which would disqualify the opponent! Seriousness, courage, determination are suppressed, forgotten, simply anathematized, pushed into a different plan andby itself did not have any meaning.
In Fudokan - on the contrary! Categorically in this form of combat - Tsume-ai, the Budo principles are performed to the full significance, not only as they are pronounced, but stand out in the form of postulates, the core of the art of fighting. As already at the end of 20th and beginning of the 21st century, sport and the rules of combat have rapidly changed, almost to the absurd - materialization, commercial effect, a number of experiments such as marriage ofWUKO and Taekwando rules, all possible combinations and experiments, had only one effect and it was fatal. Karate is more and more moving away from its source. Undermining and destruction of the value of Budo in karate inexorably continues. Fudokan - and his definition of the terminology "House of stable grounds", was, is and remains the building block, the catalysts, simply put a form of connection with the Code of Bushidoat one and Budoprinciples at the other side, without which the art of fighting itself would not be anything else than an innocent child's game.
Procedure of awarding Tsume-ai
After the expiration of regular match time and extra extension (kettei-sen) the result is unresolved, that is without any awarded points, as the rule in Kumite the judges must the decide by ballot. In Fudokan the competition continues in the form of Tsume-ai. In case of Tsume-ai the judges return to their seats and Sushin declares Tsume-ai match.
Protocol, gestures and forms of Tsume-ai rules
Sushin addresses to Fukushins by calling Hantei and Fukushins at that request of Sushin connect flags facing them to the ground.Sushin open hands atshoulder height palms facing out –summons the judges to himself on his left and right side - to continue his movement parallel to the front (similar like hittingtateshutouchi), directs the two remaining judges to walk to each other and then all together go down in zazen facing competitors.
At the command of Sushin - Hajime, competitors begins Tsume-ai fight - one attack. There is no limit in time for attack. The only requirement for wining is speed, strength, power, body dynamic, precision, distance and form.

World Fudokan Federation
The Federation was founded in Belgrade in 2012 by prof.Ilija Jorga on the principles of modern, transparent sports organization. It is builded on the best traditions of karate Fudokan style, focusing on the developing and unifying of Fudokan community.
Three ideograms of word Fudokan mean stability, hardness, robustness, house and home - Fudokan is the house with stable foundation, the house of motionless wisdom. Such will be WFF and we hope that each of you will contribute to the fulfillment of this basic idea of Sensei Prof.Dr.Iliji Jorga.
WFF Status and terms
Statute Fudokan and explanation of terms
All modern forms of karate sports have originated from traditional karate (Karate-Do), from which they inherited their names. Karate itself originates from Tode, the concept that represents the system of self-defense with bare hands, without weapon, which was born in Okinawa under the influence of Chinese martial arts. In the central Japan karate became an integral part of the Budo system of Japanese martial arts, therefore the concept of traditional karate implies karate based on Budo principles. At the 101st General Assembly of the International Olympic Committee in 1993. it was established that the traditional karate is an independent sports discipline with its own sport rules which differentiate it from other karate sports (disciplines).
Scientific union between the martial art of traditional karate and a way of life, which is recognized and accredited by Japanese masters as an independent Fudokan Karate-Do style, on whose foundations Soke Ilija Jorga founded Fudokan as the new separate discipline (不動館 Fudokan - "House of strong foundations"). Fudokan is a sport discipline with its own sport rules.
ITKAs (International Traditional Karate Associations): International associations of traditional karate are two international federations that share values and principles of traditional karate - International Traditional Karate Federation and World Fudokan Federation.
WFF - World Fudokan Federation
ITKAs Board (International Traditional Karate Associations Board): The Board of traditional karate associations is an independent joint body of two international federations in charge of upholding and advancing the values and principles of traditional karate. The board consists of six (6) members, three (3) of which are appointed by each of the two ITKAs international federations, wherein the World Fudokan Federation appoints the supreme teacher (Soke), namely its president. The board meets once per year and it may implement decisions reached through majority of votes with at least four (4) members present. The decisions reached by the Board are binding to both ITKAs international federations. The Board establishes the Code of Ethics and sports rules of traditional karate.
WFF Member: Fudokan Alliance, Federation, Confederation and any other association, namely any other legal or physical party accepted into membership of the Federation through decision of the Assembly in accordance with the statute
Fudokan Association: National Fudokan Association (alliance), sports organization, namely national sport alliance recognized by the World Fudokan Federation. Fudokan association is a member of the World Fudokan Federation, unless another meaning is evident from the context.
European Fudokan Confederation (EFC) : Union of national European Fudokan associations (alliances) recognized by the member of World Fudokan Federation, which consists of national Fudokan associations from the same continent or other narrower or broader geographical areas recognized by the World Fudokan Federation;
Association: National Association (alliance) of traditional karate, sports organization, or national sport alliance recognized by one of the two ITKAs international federations
